I'm not from Liverpool but back in the day was fond of the old scouse trick of 'borrowing petrol' from the shithead next door at 3 A.M.  :)

Common problem, condensation forms in the tank, runs to the bottom as it is heavier than fuel and is not a problem, until the tank has not been periodically drained of water and the tank runs low so it has reached the water. :( :( :(

It can also happen to a degree when the tank is refilled, due to the water mixing for a short time with the fuel, so you get a mix. :( :( :(

If you think this is bad you will learn all of the boost profit tricks of the trade when you have a pub landlord from Liverpool. :-X :-X :-X

I don't see how this happened at all. If, as was said earlier, the water would sink to the bottom of your fuel tank, then it would also sink to the bottom of the tank in the fuel station. So, as the feed for the pump must be taken from near the bottom, you would get pure water until the fuel on top was reached.
I think the pump was delivering water, and this was mixed with the remaining fuel in the cars tank.

The tanker driver sold his load and the delivered water.  ;D
