Electric bike rules

I think I'm right that they're electric anyway.They look like a bulky push bike if you know the kind of thing I'm on about.Anyway I see a bloke on one of these regularly,he rides on the road flat cap on and fag on the go :D.When he comes to the traffic lights near me that lead onto a dual carriageway he takes to the pavement and rides along on that instead of the road.Are there any rules/laws governing the use of these things?Wearing helmets/having insurance/licence,where they can/cannot be ridden, that type of thing,or can anyone jump on one and ride off happily into the sunset?

Don't know the answers to your questions but I would think if under the influence he could get done as it's a motorised vehicle??

I don't know about taxation issues, but they are subject to all of the same road traffic laws that all non-electric cyclists ignore.

Ah,I see,interesting.I didn't know whether they'd be classed as a motor vehicle or not.So in effect they've used a similar "get out" as the early 3 wheeler[bubble cars.Reliant Bond]cars did to get round licence rules because they had no reverse gear.Where this guy takes to the pavement has no cycle way-it's at the kerb side of the dual carriageway which has a 40mph limit.
