Depends what theyve done I suppose. The qualified driver sat beside them is deemed responsible for them, but if they do something really stupid then they cant just be allowed to get away scot free.
For example, when I was a yoof I sat beside my mate who was on L plates when he went hacking around a corner, lost it and went through someones fence.
He did what any self respecting teenager would do - put it in reverse and buggered off. Someone saw it happen though, took down his reg. number and reported it.
We both had to go to court and I got fined more than he did !  ::) ;D
He did pay the fine for me though.

Yes, for example if they    a) drive on a public road unsupervised by a fully licenced person
                                      b) drive without insurance and /or MOT / is not roadworthy when the car is owned by them
                                      c) failing to stop when asked to do so by police
                                      d) drive a stolen vehicle
                                      e) causing serious injury or death
                                      f) speeding
                                      g) drive whilst intoxicated by drink or drugs
                                      h) do not wear a seatbelt
                                      i)  dangerous driving
                                      j)  reckless driving
                                      k)  fail to stop after an accident

Fully qualified requires more than just holding a licence, you have to have held it for at least two years and be over 21 (from memory) inorder to supervise a learner.

Yes that is correct apart from you must have held a licence for a minimum of 3 years :)
