From 1858, in England,  it was legal for girls  to marry at 12 and boys at 14.

Bear in mind a poverty stricken and underfed 12 year old girl in Victorian England would probably have looked much like an 8 or 9 year old today.

The parents probably had a dozen other kids, and needed the money so.........
