As Archbishop of Canterbury, Welby is a political appointment to the House of Lords and the primary part of that role is to be the church's representative to the government and vice versa. He's also intended to be the government's conscience and morality advisor, which is what he's doing here. It's his oppsing job!

Apart from the moral objections, I can see another problem. Presumably, these flights to Rwanda will be taking quite a few young bucks on a single flight. If they refuse to travel to the airport, and refuse to board the flight, can you see any captain be willing to take a load of kicking, screaming young men on a 4000 mile journey?
They've travelled from Africa to Europe to France to UK. I doubt they will quietly comply.
