If it happened, I very much doubt that the Japanese government would broadcast it to the world and would have mounted a comprehensive cover up.  ;)

But they get spread by narrow minded bigots dismissing them as tosh whilst telling everyone they encounter how ridiculous XYZ is.

Once it is picked up by the mainstream media, that's it, it automatically becomes fact.
