I wonder if these two characters followed the traditional policing route to the senior ranks, starting with at least two years on the beat as a Constable, doing the sergeant exams and doing the time as a desk sergeant etc, or are they both graduates who got fast tracked up through the ranks?

Almost certainly this.

Police progressives are given a leg up in order to weed out old school coppers.

A journailst was speaking on the tellybox last week about all this.
He said he had a conversation with Alistair Campbell just before the 1997 election. Campbell said to him that winning the election had to be just the start.
Once they took power they had to install "their people" into every part of the public sector, so the work carried on whenever their time in Government came to an end.
He was very successful at doing just that, and we have been living with the results ever since.
I honestly dont see how anyone will put things right now. Its gone far too far and gone on for far too long.
Its deeply imbedded in every area of public life now.
It has destroyed this country. Hollowed out most of what was good about it while leaving it looking similar on the surface.

Sadly the police are the ‘wrong uns’ now. One big gang of corrupt bullies these days with the odd decent one thrown in.
Hardly surprising really, when it takes 4 times longer to train as a hairdresser than it does to be a copper.

I don't understand the constant need for British institutions to continually apologise for one thing or another.

Apologise for slavery.
Apologise  for the pollution caused by the industrial revolution.
Apologise for having white skin.

The Notting Hill Carnival is the “ultimate in two-tier policing”, a former Scotland Yard inspector has claimed.

Some 7,000 Metropolitan Police officers will be on duty over the annual two-day event this weekend, as more than a million people are expected to descend on Notting Hill.

Last year there were 275 arrests for a range of offences over the course of the carnival, with eight people stabbed and around 80 officers assaulted.

However, Mike Neville, a retired Scotland Yard detective chief inspector, alleged that officers are hesitant to make arrests for fear of being called racist.

The Notting Hill Carnival is a celebration of Afro-Caribbean culture that has grown since its launch in 1966 to become Europe’s biggest street party.

Branding the carnival “the ultimate in two-tier policing”, Mr Neville said: “If the behaviour of the Notting Hill Carnival was replicated at football matches or any other event it would be banned.”

He added: “You see people openly smoking drugs, abuse of police officers, dancing with female officers to the point of sexual assault. I challenge anybody to do the same thing on the way to a Millwall football game.”

I agree.    For some strange reason the powers that be feel obliged to pander to the minority for things beyond their control and to be honest it’s embarrassing. What a strange world we live in.
