So you are advocating that everybody - legal or illegal, born here or born abroad - be issued with an ID card which gives them access to UK services? And must be carried at all times under penalty (of what)?
Can't see any govt going for that.
Both Labour and Tory Governments would love to do it, but the population as a whole would be unlikely to stand for it.
Blair tried it, but even he, with his out of control megalomania realised he couldnt get away with it.
If at some point they deem the population has been sufficiently softened up enough, they will do it in a heartbeat.
You make a fair point. In practical terms it would be a difficult thing to implement for non UK national residents succesfully, but I would love to see it done somehow.
Its a pipedream though. Those who could at least attempt something along those lines have demonstrated repeatedly over the last 25 years that they are happy with how things are.
Perhaps something like this might work ? -
1. UK citizens need to provide their health number when using health services .
2. Those not born here and havent been granted citizenship but have a right to remain carry ID cards until such time as they might become citizens.*
3. Anyone who has no legal right to be here can be given emergancy life saving treatment, but then transferred to some kind of prison and kept there until they admit where they came from so they can be deported to there, or somewhere (anywhere) else, if country of origin isnt possible for some reason.
*People not UK born but granted citizenship will have citizenship cancelled and be deported if they commit serious crimes.
I would imagine for any of the above to happen the UK would need to withdraw from the juridiction of the ECHR as a starting point.
