As i have never been in an accident before can someone tell me what this email means please
Does it mean that they expect me to pay £295 on the spot if the garage agrees to do the repairs even though i wasn't at fault???
An excess of £695 (Compulsory - £295, Voluntary - £400) should be paid to the garage.
It means that you must pay £695 to get your own car repaired. If you were not at fault then YOU require to clain back your uninsured losses - excess and any reasonable hire car costs etc whilst being repaired - direct from the offending driver. If you pay into DAS or some other legal scheme, thats what they do on your behalf.
I have previously sent my own version of a 'lawyers letter' to the offending driver, naming them as responsible and requiring them to forthwith part with my out of pocket monies.....
I have given my insurance his reg number model etc....as i took a photo of his car!! and they have confirmed that he is insured but yet they still expect me to pay out on the spot,out of my own pocket for an accident that was his fault?? And to make things worse i only paid £550 for the car in June

In a word, yes. Thats what the contract of insurance you have says and you agreed to. £295 compulsory excess and an additional £400 that you volunteered to carry, in order to reduce your annual premium.
As said, I would fire off a letter of blame to the other driver, recorded so its signed for, requiring him to reimburse your total excess immediately and that a further claim for car hire costs etc will be forthcoming in due passage of time. I would also leave it open that your child may or may not suffer from some future malady as a result of this impact. (God forbid that such a thing happens, obviously....

Or as said by others, cancel the claim (if possible to do, now its been started) and get repair monies from the old lad instead....
