Just to add a couple of things:

These changes only apply to councils who are doing decriminalised parking (i.e. under the control of the local council rather than police)

To get dropped kerb parking enforced each council needs to apply for this enforcement (via the home office I think) and also clearly sign that it is a penalty to park in this way. The double parking mentioned has been in force within London for sometime, but it now applies outside London.

tbh I'm all for the no parking by dropped kerbs unless its an actual space...  My nan when she was alive, her only way to get into the village to do her shopping was via wheelchair, and even though there were white markers indicating no parking infront of the dropped kerb, people still did & it made things bloody difficult...

Double parking is just common sense though, so if someone gets a PCN for it, fair enough.  The only issue I can see is the 'who was there first' argument...

Being a driver of 30 years I have allways thought it wrong to park on a dropped kerb as they are there for a reason.  I was also taught whislt leaning to drive to park within 18" of a kerb, so 50cm is a tad more generous.

Also I hate it when drivers park facing the wrong way on a road.  My pet hate is police cars parking on double yellows at night, no lights and facing the wrong way outside police stations on busy main roads.

My big gripe is disabled drivers who think they can park ANYWHERE, even if it causes an obstruction ---- some seem to think that the blue (orange, in my day) badge allowed other vehicles and pedestrians to pass right through their car as though it wasn't really there !!!!
