I once had a similar thing (many years ago!) when I had my finals exam the next morning and the people below knew this but still decided to have this party that just got louder and louder. Despite repeated requests to quieten it a bit, it just got worse and by 3am Id had enough. Childish I know but I connected my stereo to a distortion box, ran that to this big guitar amp that I had, laid the amp face down (above their flat), turned the amp up full, put on a record and decamped to my girlfriends for a bit, leaving them with a godawful noise and a vibrating building. Needless to say, they got the message!

was half past 5 i got back to sleep, waited for him by his car before he went to work this morning and made it clear it will not happen again and what will happen if it does. so what does he do, gives it the i no understand shite. so ive shown him whats in my boot and where it will go, he got in the car a bit quick and breaked off. these foreigners seem to think they can do what they want, 2 families in our block are a pain in the rse, both foreign.  >:( >:( >:(

I can only sympathise with you, especially if he claims he doesn't understand. May be you should draw your message out stage by stage, a bit like a comic book; something along the lines of Noise after what ever time you choose = your respose if he doesn't comply. (maybe this should indicate you will be phoning the police, NOT him feeling your boot)

council have rung and said they will write to him again, people dont take notice of letters, its action that counts in my opinion
