I'm guessing its a 15" Rover wheel, fitted with 185/55VR16 tyre...  ...now that is SAD

Close but no cigar. 15" Rover wheel fitted with 195/50/15 tyres because they are cheaper, besides a 16" tyre wont fit on a 15" wheel :)
