The second extension could be classed as a temporary building, whats it built of?

Depends on the size of the original dwelling --- extensions and conservatories can only be a certain percentage of the original footpring AFAIK, will need Building Control interference approval tho !

Doubt they'd leave that finish ( or lack of) tho !!!!

As HC says, you can only increase the size of you house by a certain amount and it varies depending on the area you live in. Its worth a call to your planning department :y

Also the exterior has to be/ or of a similar finish of main building and blend in with local area.

I dont think they build houses out of concrete blocks

Just ask your local council to send someone round for a look - you are entitled to that from them.

Unless that already has planning permission, watch it come down! Way over the size limit and probably a host of other contraventions. Hilarious unless it's next to you ofc.

Who lives there, Mr & Mrs Rabbit with a rapidly expanding family?

In short, if it has foundations and is of a permanent structure, ie brick / block then you need planning permission.

If it is Upvc temporary structure lean to no foundations then no.
