Sounds to me like games being played by both sides with no understanding of what the equipment is to be used for... :-X

There has been so much incompetence by the MOD over decades that I am not surprised there is a book on it Weds! :D :D :D ;)

a similiar problem happened when we start to produce F16 fighters..

first they rejected to give some software.. When we solve that problem another cropped.. Like night flying and shooting systems etc etc..

result : big brother is not a good brother ;D

Common sense really, any good negotiater should be able to secure the best deal, or at least everything you need. Sounds rather careless to me.

I read recently that virtually all the wiring from the 8 Chinooks has had to be replaced just to make them fly without the sophisticated "fly-by-wire" systems supplied.  It seems that without the requisite software licences, the things can't even get off the ground.

Nobody seems to be very clear about why this has happened.  Surely even the most primitive attempt at a cost-benefit analysis must have shown that at various points in the lifecycle of this unmitigated thingy-up that it would be better to pay up.

Oh come on now! "Thingy-up"?
