Humour aside, it doesn't surprise me in the slightest that anything from the government will be anything better than cheap chinese shit.

It also won't surprise me in the slightest to discover that the government probably paid twice the amount you could buy a decent (Tosh, HP, Dell, etc) laptop for either.
