Unfortunately, one vital component (the driver) has not altered or improved in any way since the Highway Code was written.
That's being quite kind.
That particular component started off as the weakest link and has been steadily getting worse.

The human element will always be the weakest link, the only difference between day 1 and now is that the majority have been led to believe it's always someone else's fault when it goes wrong.
The day we get back on track and learn to accept responsibility for our own actions is the day we get back to normal, unfortunately that isn't in the pipeline while we continue to wrap everyone in "cotton wool".
This has been discussed before and thoughts that changing lanes between cameras might work, I have done it a few times and to date had no comebacks 
I think that loophole was closed although I did only hear that second-hand :-/
You are absolutely correct M, it was sorted years ago (still makes me smile when I see the tossers hitting stupid speeds and then braking at the last minute though).
