I'm OK - my neighbours (two sets) have greyhounds. :) :) :)

I'm pretty sure if she is running a child minding business from her home then you need a lot of paperwork done.  Planning permission to operate, license, CRB enhanced checks, safety inspection.....if this is not done then she can get heavily fined. 

The noise issue is the remit of the Environment Agency as it is considered noise pollution.

We used to have loud parties next door, solved by various The Matrix lots of guns chapter, or Van Halen 1.

100W RMS per channel (up to 5) with real speakers always wins

You sure do, or at least you did when my wife did it many moons ago.  I believe it is alot more complex and costly now than it was then with additional insurances, registration fees etc.
