Here's a question .
I bid for and won and item on E bay.The item didn't cost a lot but is car related ,valuable ( to me ) and rare . It's over two weeks now and it still hasn't been delivered from UK to Ireland ,seller says it was returned due to having no postcode ( No post code system in Ireland ).He says he has since resent it using another courier but seemed very reluctant to use Royal Mail when I contacted him several times for an update .
However , he has now asked that I leave feedback prior to recieving the item as he says until that is done he " cannot access the monies " .
I'm unaware of this and have contacted E Bay and Paypal direct but as usual haven't heard from them yet .
Can anyone throw some light on this , is it true ?

sounds like you are being lined up for as con, if he hadnt had the money from paypal yet you would have had a reminder saying it had not been claimed.

the fact he wants feed back leaving now tells me he has no intention of sending the package.

also, why hasnt he asked you to fund the resending of the item, after all it's not his fault for the non delivery.

think he is trying the none post code angle and never sent it originally.

Me thinks he is a conman.  maybe, and hope I am proved wrong.

plus, no seller ever sends an item without payment 1st.

Defo a con man, you can send things without the post code so long as the address is correct it can get there, I get regular pakets from germany and most of them have no postcode, get on to ebay again and get on there nerves about it,

No intention of leaving any feedback until item is delivered ,inspected and accepted as per description and I have told him that . Paypal shows transaction as completed on 3-8-09 .
Re post code , I laugh as I have had quite a number of deliveries from China, Hong Kong, California, Florida ,UK and Germany in the last month but it seems my fellow Scotsman cannot get or use a courier who can send from there to here  ;D
If it all falls through there should be no problem getting a refund as I've backed up all correspondence with him for evidence.
We'll see ..............

I never order anything when the person has less than 99.9% feedback,as there are a lot of scams lately.

by leaving feedback, you are stating that you are happy with the transaction, and probably blow any chances of any comeback through paypal/ebay.

Sold a mobile through Ebay recently, never again, £118 sale cost me £19 in charges...........!!!

Anyway, Paypal withheld the money the buyer had paid UNTIL he had received the item and left me positive feedback....

Sounds like your seller is trying to skip that, and the only reason would be that he hasnt sent the item or something else has happened that he knows means you wont be getting the item.....

If that were me I would immediately make a claim with Paypal for Non Delivery and let them sort it out......

DEFINATELY DO NOT LEAVE FEEDBACK JUST COS HE ASKED YOU TO DO SO............!!!!

You know Webby this could quite simply be the case as that is the situation he was trying to overcome.
What intrigues me though is what happens if the buyer doesn't leave feedback , how and when would paypal know to clear the funds to the seller ?

They clear the funds once positive feedback has been left or if there hasn't been a dispute within a certain time (not sure how long, might be 28 days??) after completion of the transaction. hope this helps!  :y

If that were me I would immediately make a claim with Paypal for Non Delivery and let them sort it out......

Don't leave feedback and till you're happy with the situation.  I would place a non-received marker on it, tell your seller why you are doing it, and if you don't receive the item in "?" (what ever time you're going to give them extra), then you'll take legal advice !.

Lot of ebay scams going on lately, and been a couple of recent reports in Newspapers about people obtaining money, but not sending items out !!.

Like others have said, I usually don't (99.9 of time) deal with anyone who doesn't have 100% Positive feedback, but even then your still open to being a victim these days.  Wish I could say it's all 100% safe, but like anything these days, you have to be careful.

Some on here have been with ebay for years without problems, others have had hassle, I count myself as been unfortunate in the past to.

If it wasn't a lot of money and you begin to lose interest in the item, you could always leave negative feedback?

I think if no claims are made against the seller within 21 days the money is paid from Paypal to the seller.....

Luckily for me, the buyer of my phone left positive feedback the day he got the phone through Special Delivery....
