Did the van driver call you out to fix his van ::)...or is your veccy underneath the flood water, insurance claim, is that why you were there ;D

Common to flood under bridges due to lower land. Thats why the dumbed-down, sensationalist BBC always show bridge and underpass shots.

The amount of rain that fell in a few hours, localised flooding will happen.

The real test will be when the rivers pass all that water, probably over next day or so.

Most of Carlisle looked like that last year when the river burst.  It's awful when the water subsides and all the crap is strewn everywhere.   :-/

Agree with TB, both on the sensationalist media reporting, and on the fact that when we had the deluge a couple of weeks ago in Yorkshire, the majority of the rain was on the Monday but it was on the Tuesday when the water came back UP out of the drains and flooded the homes around here, as the rivers were trying to cope with all the run off.
