Scuttle Leak

When I bought my Elite and was checking fluids before driving home, I noticed that the drivers side cam cover was wet.   have now poured a jug of water down the windscreen and onto the scuttle and its pissing through the passenger side wiper spindle hole in the scuttle.

The seal here seems to be pretty poor.  There is a foam 'washer' around the spindle and underneath the scuttle - this just doesn't seal at all and to be honest I'm surprise it ever did.

The obvious solution is to put some silicon sealant around the scuttle/washer on refitting the scuttle, but obviously I need to be able to remove the scuttle in future so don't want to glue things up too much.  

Any better solution?  Should these washers be replaced?

I tried to get replacement seals like yours when i had my scuttle off last. As is usual wrong parts were ordered, fortunately at no great cost.
Parts bid was unable to find listing, either with the scuttle or linkage, so have to assume they come pre attached/with to linkage or scutte.
A tip i did fins on a how to guide was to use some vaseline on the shiny side of the seal as this will take an age to break down due to weather effects & provide an immediate seal.
Seems to have worked so far.
May also be worth changing the seal at the bottom of the screen as well if not totally sure where water is getting in, from memory about £12 new.
