Broken clips or damaged inside to side skirt.

Replace clips or drill & screw to the wing liner

Hi it is the passenger side that goes due to driving through standing water or mud as i have had this. Have a go at just pushing back on (might have to give it a bash with your hand) if that does not work then look under the skirt at the front and you will see a cross head or a torx screw. Undo this screw and just pull the skirt out to the side and you will be able to see some white clips and how the skirt fixes to them. Some times the are broken but also they may have just poped of there fixings and are very easy to put back on.
