Plenum to Air Intake Torque Values

Does anyone know what the correct torque value is for the four screws securing the plenum to air intake on a V6? Referring to http://www.omegaowners.com/forum/YaBB.pl?num=1156365122 and "Intake bridge to intake flange", should it be 20 Nm?

(Oh, and while we're at it, generally speaking, how 'tight' shoudl I be tightening the jubilee clips around pipes? I know generally that varies rather a lot depending on the size and type (plastic, rubber, etc.), but any guidlines?)

I use windy handle tight, not using a rachet handle
