climate control

Is it me not understanding how my air con works but if If I set my temp to say 16 degrees I thought the climate control would kick in and when temp down to 16 it would slow down and keep temp
but my car seems to be blowing at full blast forever.
the only way to slow fans down to quiet is to put temp to lo then is nice and quiet.
Am I doing something wrong.
In winter the climate seems to work fine and does adjust correctly with heat ie 22 deg it will slow down etc.
please dont shout at me for being ignorant

Is 16 "LO" as mine on LO will keep blowing cold, if you raise the temperature to say 20 it will slow down... the idea being once it reaches the temp you want it will either blow cool air or warm air to keep temperature

no thats what i am wondering it starts lo then 16to 25 to hi
my point is if i want the interior to be cool say 16 or 17 i would assume the air con would come on untill temp is 16 or 17 then shut down to maintain temp

there is a software update for the climate to 'calm' the fans down a bit
