The problem here isn't the speed limits but the dogged resolve to "get" people for speeding. This to me seems to be fundamental to the British psyche. Make some rules, catch people breaking them and punish them. If they keep doing it punish them more oh and make some more rules. Nobody asks why people speed? Is it 'cos they are stressed up? Is it because there just isn't enough time to do everything in a day because the roads are so congested and poorly designed? Is it because employers don't offer enough flexi working? Is it because people have to/choose to work so far from home?
It will only stop when we all drive on tractor beams at set (close) intervals or the manufactures start producing cars that physically cannot exceed the speed limits in force! Omega drivers would then just have to tootle along behind .
Regarding the speed limits themselves. My view has been for some years that Motorways should be 80, arterial roads in and out of conurbations 40 or 50 but with better fencing/crossings. All other urban roads 20.
