Blower motor wont turn off

I have a 1997 3.0 Elite and the blower motor behind the glove box wont turn off even when you turn off the engine.
The only way to stop it is to pull the fuse.
Could it be the relay?
I have pulled all of them in the relay box under the bonnet.
All of them next to the fuse box
A green one behind the fuse box
Two below the glove box, one red, one grey.
None of these will stop it running
HELP!!!!!!!

How long have you waited when turning off the engine?

To do: Replace brake discs and pads; adjust already replaced shoes; check for leaks in oil cooler, cambelt area, crank seals, sump, dipstick; replace osf door; replace a tyre; clean, MOT.

If you leave it, it will run until the battery goes flat.
I am now not sure which blower it is, aircon or heater or are they the same.
It is behind the glove box.
I have had the car for eight years and it has never done this before.

could be a relay is the whole ECC panel on when the blower motor is running?

or is the ECC pannel off and the blower still going

btw fyi the omega has one blower motor for a/c + heater

ECC = Electronic Climate Control

Hi just to let you know its the heater reastat thats at fault, common on the ones with climate, located by the heater motor with glovebox removed. :y

Climate control resistor £14.99 off ebay, problem solved.
