No the display cannot be turned off.
Does the clock still work or the whole display is dead?

perhaps its the backlights that have gone, not sure if the dimmer switch for the panel lights affects it without the lights being turned on but worth a try :y

Pop the instruments out and ensure the connectors are well pushed home on the rear of the display

Double check your Dash lights dimmer, move it up and down a few times, they sometimes get dirty/noisy contact just below full brightness.

To take the Dash out is a easy, all you need is a Poozi drive or philips screwdriver some butter knives and some pictures or video on how to do it.

The Pics and Video are here:

need to supply your own screwdriver and knives thou.  :y

I have an issue with this on a vectra, the display goes blank or freezes, I can reset it by disconecting the battery for 60 seconds. Lasts a month or a day! and then goes out again.

Have you tried doing a reset from the stalk, holding in both buttons?  :y

Have a look here ..... http://www.omegaowners.com/forum/YaBB.pl?num=1192573381 before you shell out.
I can't see it just being the bulb/lamp behind because you say you can't even change the radio from the steering wheel controls.
