Yes, the power steering is speed sensitive and gets its signal from the ABS  ;)

You could always try A N Other ECU, but it has to be from a similar car. But you are taking a risk that the 'new' ECU isn't already goosed or nearly goosed.

Get one from a Breaker (plenty on here) and 2 hours work, you'll have a fully functioning car.  ::)

Andy was saying that the Speed Sensitive part of the Power Steering is linked to the Speed Signal.

Low fluid wont cause your issues.
