Have you checked that the dashboard light dimmer wheel has not been turned right down? :D ;)

Sorry Tmx if I am stating something you are very aware of, but I usually do not assume anything:

The dash board dimmer light wheel is that shown in Amigo's recent excellent picture (hope you do not mind using it for a fellow member Amigo ::)) to the immediate right of the front and rear fog light switches -

Hope this resolves your issue :y :y

The Boy/JAmie will be able to tell you which is which buut, be aware that some light switches have the 'lights on' buzzer built into it, others - like mine - have a seperate buzzer in the passenger foot well.

There was something odd where 1998 autos had buzzer behind glovebox, others in switch. Or something like that

And 99 cars! ;) Vauxhall must've had a box of buzzers they wanted rid of. Astras must be similar, cos I removed a similar sounding buzzer as mine from the fusebox an Astra G. I replaced the horrible constant buzz type as fiited to my Senator with it. Both our Astras though (99 T reg & 52 plate) both have the buzzer within the headlight switch  :-/
