had a similar problem on my 95 estate. Turned out to be the rear window wiper shorting out due to watersoaked tailgate. Obviously ran on the same fuse as the front wipers. Was leaving work one day in the rain and turned the rear wiper on as i was backing out. Blew the fuse while the wiper was at the middle of the window. Had no spare fuses and obviously needed the front wipers to work. So had to scavenge the fusebox and borrow a fuse from another cicrcuit. Turned the rear wiper off first but it wanted to return to starting position and kept blowing fuses every centimeter:P When it finally reached its resting position the car only had the most vital fuses needed to run left:P The fix was to drill a hole in the bottom of the tailgate to let water out:)

Check all wiring to the windscreen washer system and headlight wash if fitted
