tbh i think if they could enforce it they would have already done it.they will probably wait until they bring in automatic speed limiting technology

Absolutely of the question, IMHO. If the police, for legal reasons, need to have their digital speed equipment regularly recalibrated, how could a court convict a motorist using an uncalibrated analogue speedo for a 1mph over offence?

 Red ringed limits, the 10%+2 is about right, IMHO... for enforcement, rather than safety reasons (but I'm not going to get into the driver education argument).
 However, I don't call the NSL roundels FOQ signs for nothing...
