Dear XXXXXXXXX,
I am a constituent of yours and living in XXXXXXX. I would like to express a sense of outrage at the new VED rates announced in the budget this week.
What concerns me is the retrospective part of the new proposals. I can understand the logic of increasing taxes on new cars, to try and alter peoples behaviour and maybe help drive down CO2 emissions. However, I see no motive whatsoever in the retrospective part, in that cars registered from March 2001 are now being re-banded.
The cars in question are already on the road, and this tax (which in my case goes from £XXX up to £XXX) is nothing to do with the green agenda, but simply a crude way of taxing the beleaguered motorist still further.
This is grossly unfair, as it is a cost which was not predicted in budgeting what is probably the second most expensive purchase many people make. It is not as simple as just selling the cars either, as for one, the value of such cars will take a larger hit in depreciation, with people understandably not wanting to pay this extra taxation.
This aspect of the VED scheme appears to have gone largely unreported by the media, as they have concentrated solely on the new "showroom" tax.
We know this labour government has built the whole economy on a paper foundation of increasing house prices and now that it is coming to an end the picture is far from rosy, but to tax people in this manner is a disgrace.
I see this tax simply as a way the Labour government can increase funding for other problems. I doubt the majority of the money raised would be put back into improving public transport or the road network.
Does the Labour government not realise that many of the higher emission cars are used more for a weekend drive, and lower/mid-range emission cars are more for daily use which results in the lower/mid-range emission cars polluting more over a longer period of time?
The Labour government already have more fuel tax from the general public thanks to the fuel prices already increasing by around 20p a litre in the last year or so.
I believe the best way to "go green" is to lower VED to a sensible rate, to increase fuel duty as this truly is the best way to make the driver pay for the use of the vehicle whilst on the road, and to bring in some legislation similar to the Californian Emissions Law that will force the car manufacturers to make lower CO2 emitting vehicles. This sort of bill would have my support as a voter.
I would be extremely grateful if you could raise awareness of this issue as I feel it will be a very large problem for the labour party and when people realise the cost increases involved is a sure vote loser for them. A Conservative policy of continuing the high VED charges for NEW high polluting vehicles but without the retrospective part would I am sure be highly popular amongst the millions of motorists. I have been gauging the mood on several internet forums and the mood is truly one of fury and outrage.
