Who has the keys for the padlocks?

How did someone get the iron rods into the cliff for the planks?

Some items (rods etc) had been cemented in place. Can't imagine mixing cement there?!

Oh and where is it? South America?

i get altitude sickness on a stepladder so no I wouldn't give ago, but great veiw though :y
