Come on then Lizzie let's be serious, how do you propose to cure this culture of low IQ morons mass breeding another generation of scoungers that we have to pay for 
Personally I would limit all benefit to two children, after that they get no more money or bigger houses. If you take away the reason for these retards breeding then they'll stop. If having another child means thay have to stop smoking, drinking, eating junk food and watching Jeremy Kyle all day on their large screen surround sound TV's to look after the child then perhaps they'll stop.
You don't. In God's world we are all born equal, to have a right to life. We all come in different forms, and your birth status in whatever household does not determine your IQ. Man cannot again try and influence that, and separate people by grading, selection, and even "evacuation" but instead provide opportunities of employment to all and a chance in life given via good, honest, education. No, there should be no more rights to a council house for a young single mother, and the responsibilities of having children has to be educated into young girls at an early age, with family units again being encouraged to thrive. With the political will that can be done.
However, there are no easy solutions; there never have been. The poor houses, the convents, orphanages, the military and prisons, all tried in the past to "model" the less fortunate's in life to "better ways", but that all failed and was morally wrong.
When everyone is given true equal opportunities, regardless of birth conditions, wealth, who you know, then society can start to overcome it's current problems. But if the poor are brought up with the belief they cannot better themselves, and remain in the same near slum conditions of their family life, what there is, that culture will remain. Mass employment is just one answer, to again provide a reason to live, to advance and have pride in one's life.
Remember, class has never provided a predicable level of IQ and common sense. Many born of low beginnings have powered this country to greatness, whilst many very well educated and privileged individuals have been idiotic, bumbling, idiots who have done nothing to advance Great Britain or themselves. That is why "selection" will never work, and why even Hitler eventually decided in April 1945 the German race was not special at all, and classed them all as weak, cowardly, traitors, who did not deserve anything but to die as the cowards they were to the bitter end. Selection had thus proved nothing, even when tried by one man, one regime, of whatever substance, it could never work.
Life is not perfect, it is not fair, it is often unjust, but as individuals just count your blessings that you live, you breath, you function, and have friends / family around you and live in Great Britain. Never sneer at those less fortunate to you, but just say "But for the grace of God go I".
Hold your hand out and and help those that need it, then your own life will make more sense.
