As far as being stopped goes, an 'excuse' isn't needed, plod can stop anyone they please simply to check their driving documents are in order(common sense and resources generally dictate folks are only stopped if there is some reason though).

Re breath tests, a requirement to blow can only be made in the events of an RTC, if a moving traffic offence is committed (eg running a red, etc) or if the bobby suspects booze through some good reason, eg manner of driving, or smell in the car

A breath test under any other circs would be unlawful, and most certainly "random breath tests" cannot be done

I lent my 2.8i Mk 2 Grannie to my then 18 year old son some years ago and yes, he got pulled. Had to go to cop shop
in Sudbury, Suffolk to verify that he was ok to drive it.

My dad used to have a Daimler Double six when I was 19, never once got pulled in it. Couldn't say the same for my Astra GTE though, every bloody week!  ::)

I found it easier to keep the documents in the car, as my pattern of leaving work at about 3AM, or hanging around Maidstone bridge after closing time meant I got stopped a lot. My Sunbeam being loud enough to set off car alarms can't have helped either.

Is it a standard policy? Or are you on a traders setup? Something must have triggered APNR, unless it read yours incorrectly
The insurance database is far from reliable.

True.  I got stopped a couple of years ago in my omega. Although being fully insured and had been with the same insurer for 4 years they insisted I wasn't.
It was traffic police that stopped me. The driver was as nice and friendly as could be, the other guy was an absolute prick.
He kept saying look mate just tell us the truth.. Your not insured, we get guys "Like you" ...???!!!, who say they're insured all the time and it turns out they're not. What the.... Does "like you"  mean??
To say I was furious is an understatement .
They gave me 7 days to provide my details. I said I'll be at the police station with my details in half an hour which I duly was.
After handing over my docs and waiting for around 45 mins I was told that all was in order and I was no longer being pursued for having no insurance .
Wtf??
How come the police officers in the station could ascertain I was legal and the guys in the car couldn't? Surely it's the same information they're  accessing .

I lost count of the amount of times my parents had to go to the police station with my birth certificate when I first started driving, but I guess having a 5 year old Granada and only looking 14 at best was probably enough for them to think it was nicked.
