It's a new technology utilising the energy stored in clouds in the sky to retransmit data all over the world.  Works great  except on days when there are blue skies ::) ;D

It's a Wi-Fi "hotspot" that is generally found in pubs, restaurants, etc and is completely free to access.
You log in to your cloud account using the details you picked at first registration, and once logged in you can browse wherever you want.
You can also configure your smartphone to act as a Wi-Fi hotspot, although this obviously uses the phone's data allowance.

You won't have "The Cloud" available as a Wi-Fi hotspot unless you live right next door to a pub, etc that runs it, The Cloud is only found in open public areas.
Tethering your phone to the tablet is the alternative for out & about internet access, providing your mobile service provider allows tethering (some do, some don't).

True but they require a lot(for me) of personal info on registration. I declined and used the local library.

I used completely false info when registering (including the email address), none of it is checked.
