engine warning light 2.0 16 valve automatic omega

  COULD THE ENGINE WARNING    INDICATE  HIGH CO 2 EMMISSIONS>>> FAILED TEST ON THIS EVEN THOUGH NEW CAT FITTED    SENSOR TESTS CAN NOT FIND  ANY FAULTS

Do you know what codes do you have?
Have you done the 'paperclip test' or had the codes read by diagnostic tool?

Usual cause of failure is not the cat, its more often than not the engine is not getting to temperature or the ECU thinks its not at temperature so the injection system is not in closed loop operation.

So check the thermostat and ECU temp sensor as a starting point.

Ok pedant: Head(s)...

Coolant bridge on petrol Omegas is in the same place regardless of number of heads/cylinders/valves...

Unless you own a gas analyzer and a computer that will give you live engine reading you have no hope  finding the problem. check the obvious i.e vacuum leaks broken/loose sensor wires/connectors, air leaks on the inlet. Apart from that you'll need to put it to a garage my friend. Or spend a fortune on MOT's and retest's.

Oh snap!  Don't mind me I was thinking of the oil cooler in the valley,  I'm such a douche

Mine also failed on emissions. Due to the sheared studs but they done a second test with lower rpm and it passed with a leak advisory
