Powers of arrest: The powers of arrest you may use under section 24a of pace 1984,as ammended by section 110 of SOCPA 2005.section 24a pace are as follows:
24a arrest without warrant:other persons
(1) a person other than a constable may arrest without a warrant -
(a) anyone who is in the act of commiting an indictable offence
(b)anyone whom he/she has reasonable grounds for suspecting to be commiting an indictable offence.

I`ve got to have some basic working knowledge of the law but i`m no copper and to be honest you only arrest as last resort....We had an incident on the park 2 weeks ago when a member of sainsburys checkout staff stopped a shoplifter from exiting the store with 2 bottles of wkd and a packet of fishcakes....false arrest occured and shoplifter got away scot free....

Yep james she did not leave the store so in effect did not commit a crime...yep we had 2 cars and a paddy wagon but when they did their checks she was not wanted for anything outstanding so they let her on her way sainsburys told her she was banned and we banned her from the park....

I guess in theory if she didn't leave the store it's a tricky one... but the intent was still clearly there!

Yeah, but to prove the intent she has to actually leave the premises with the stolen articles.
