Engaged tone is used as a default when there is a switching fault...........consumers are more accepting (don't complain as much) of it as they consider the number to be engaged.
So sounds like a fault
I think I have solved the problem, after causing it in the first instance.
Internet speed was shit slow so I changed the setting from 3G to 4G in the router because I thought this may improve the speed.
Now I have changed the settings back to 3G I can make calls again.
If you have changed the Network SIM in the Mobile Router did you check the APN Settings in the Router afterwards?
Some Networks will work with an incorrect APN name but only allow 2 and 3G access, 4G needs to see the correct APN Settings
Vodafone APN Name is wap.vodafone.co.uk for Mobile SIM (pp.vodafone.co.uk for PAYGO) or for a Data SIM it's just "internet"
EE APN Name is "everywhere"
Don't worry about User Name and Password you don't need them just leave it blank
