Where does that leave us classic car fans? Say i buy an old MG to restore, collect it legally on a trailer in a road legal car, registered with DVLA in my name & it's in the workshop for a year being stripped, rebuilt, welded, painted etc. no intention of driving it til it's finished & legal...i have to insure it?, against what exactly? SORN i can accept as car registered to owner, i can see a point to these but this must be pushing the boundaries of civil rights.
Before long we'll have to insure our kettles cos they get hot or to play mariokart in case you crash FFS ::)

Alas just another way of the authorities taking the coarse of the least resistance >:( The way they see it is that its far easier to bring in blanket legislation, to the detrementel effect of the majority i.e. law abiding citizens than to try and net the minority bunch of scrotes that break the law. Dedicated traffic police numbers have been dramatically cut so the officers that would be catching the offenders no longer exist in any number. The government prefer speed cameras to be the front line of policing the roads. unfortunately cameras cannot apprehend an uninsured driver.
Going off on a slight tangent another example of this" penalise all" mentality is the Yates pub £1 a pint offer just because a few t1ts get off there faces and cause trouble the offer should not be open to the decent people who just want a beer at a reasonable price at these times of financial restraint.
Rant over >:(

Surely Iggy was right, if your car(s) are not being driven and are off the road being repaired or else being cannabalized for parts prior to being scrapped you can SORN them and there is no need to tax, mot or insure. Certainly the number of uninsured drivers is a major problem and costs us all (I was on the toyota estima site recently and in just 2 days there were 2 cases of people being hit by uninsured drivers which was a nightmare for those concerned) and so there does need to be a clampdown, but how can they justify enforcing people to insure non road going cars? And even if they did make it law, how could they monitor it to make sure people were doing so when they clearly cant monitor the present situation?

The Continuous Insurance Enforcement scheme, will provide a new fixed penalty for people who ignore official reminders that their insurance has expired. This’ll apply to vehicles that aren’t declared as being off the road through a Statutory Off-Road Notification (SORN) and aren’t insured. Continuing offenders will risk having their vehicle seized and destroyed. Where a motor vehicle isn't used on a road or other public place then there’s no requirement to purchase insurance cover for 'on road risk' as long as a SORN declaration has been made. This scheme is expected to come into force during 2009.

So a SORN'd car does not need insuring ... an un-SORNed one does ... simple..   :)

ok, another spanner in the works for you, hypothetically :

Dilbert has a v6 omega with 8mnths mot 5 months tax and is insured, his cambelt snaps, and being dilbert he wants to fix it himself (might take a while) in the meantime he buys another runabout and transfers his insurance to it, that now leaves his unsorned car uninsured. does he a) cash in the tax, sorn it, and in 3 weeks retax it. or wait for the knock at the door with the greeting "we've come for your car"

 :D :D :D :D

thats a massive saving of £15 odds,  :D I would rather swallow that than have to go on the net, sorn the car, then 3 weeks later go into post office and tax all over.

I don't think it was the £15 they were after saving .. it was not having the £66/£102/£120/£210 (delete as applicable) to hand at the time ... :)

You can tax via the net very easily ... the "system" knows if the car is MOT'd and insured .. :)

the system and our trafic wardens seem to have a comms issue, had a self made sticker saying "tax in post" which took a full week to arrive, in the meantime I got a nice sticky on my window with a fixed penalty, then had to go to cop station (where the wardens are based) with a printout of my confirmation email from dvla, the system if it worked properly would indeed be "easy" to use.

anyways, nuff said time for tea and biskwits  :y

Please read rules? I drive a truck so no internet during the day, just the radio, not everyone sits behind a screen all day. The Beastie is sorned & T&T just expired, ins swapped to the BMW for now, but if the Beastie still had T&T i'd have to insure it? :o

;D ;D ;D i didnt have to research, I posted this thread and the research came to me :y

at the end of the day its just another inconvenience for the genuine motorist, which if attention to the rules lapses then you get a fine, similar to the "my sorn got lost on the way to dvla" scenario.

by the way my tea and viscounts are exceptionally good tonight...

For vehicle excise, there are two distinct but different offences.

One offence is not to have tax (obviously....) if used on a public road.
The other is to not display your tax if used on a public road.

If you dont have tax, you can't display a valid disc and liable to be nicked.

If you have a valid disc - either in the post or its fallen face down on the dashboard or the carpet - then its still a competent offence to get a ticket for failing to display.

As to the insurance thing.  Currently.....

Cars are either taxed if used on a road or SORN and parked off road.

If used on a road (and includes parked up minus wheels and engine etc, daft as it sounds) then also must be insured with 3rd party only as a minimum.

If DVLA have a car as not SORN and off road then their legal thinking is it must be on a road and untaxed.

The DVLA database also now has the overview of whether a vehicle is insured or not, albeit there are some vehicles that slip through as just insured recently, traders policies, etc.

All the above radio thing is doing is re-emphasising what already should be happening...

***edit *** typing before thinking...   :-[

in which case, all I can say is that it waqs poorly explained on the radio, they hyped it up into being some big thing that noone was going to like.
