I would leave a big bag of white powder where the can find it, hopefully they will think its Christmas and use it. Just make sure that what ever you leave them is toxic ;)

The authorities will do jack all constructive (they never do in these cases)......sometimes, alternative means required to solve such issues.

I would start with the water/PIR trick first but....hey, any port in a storm!

Tempting as it may be I think that:

1) Nick's got more common sense than that
2) He's not really in a fit state to be doing it either ::) ::) ::)

Anyways Nick... Don't be tempted to do anything illegal as it'll come back and bite you on the arse!

If, god forbid, they do OD on your property follow the correct route...

Check for vital signs
Call Ambulance and Police
Stay calm and touch as little as possible

If it happens there will be an investigation but you will be in the clear :y :y

It's rust converter, basically phosforic acid. Same as milkstone remover (and half the price of Jenolite!).
