and he made a comment a few days later about me coming and going in the late hours

Here are a few ideas,

1) taller fences
2) point a CCTV camera at his window
3) Hedges
4) Every time he looks at you take a picture

that 1 reason why ive been trying to build a motor onto the cam so i can move it around
