We live next door to a rented property and we share the use of one driveway. The driveway leaves the road and passes between the houses then widens to give access to our respective garages.
Both myself and the tenant (next door) wish to improve the surface of the drive by laying gravel. The gravel will amount to about 12 tons. We are both willing to prepare the surface and level the gravel.

The problem is his landlord, he is as tight as they come. Our neighbour cannot even get him to fit curtain tracks or a shower curtain   
We both want the improvement but I am loathed to spend money which will benefit him and the tenant will have full legal use of.
What is the best way to word a letter, which will convince him to part with the money. Bearing in mind we would share the cost and the labour would be covered by myself and neighbours.

I don't think you've got much chance of him parting with a penny. Why should he?

erm how bad is the current surface,i think i would get the tennant to look at his agreement and if it states (drive offroad parking)i would push the only reason i chose this property but its causing damage to my car and that the neighbour and myself are willing to do to the work if you chip in with the materials(failing that i will knock it off the rent)

Is your car likely to be damaged if the surface isn't improved?  If so, you might point out to the landlord that he might be held liable.

Where is the incentive for the landlord? :-/ :-/

If there is one then all you can do is emphasis that, and make sure he doesn't put your neighbours rent up!!!

All I can think is that the work would remove the ruts and make the place more presentable to his next tenant  :-/

But surely we have a duty of care to each other and that it must be kept accessible, and free from hazards.

I am thinking that we have joint responsibilities to maintain the access in good condition.

Does that sound reasonable?

Point out that his current tenant is willing to provide free labour --- so if he gets it done now it will be cheaper than if repairs are required in the future when he will be obliged to pay labour rates as well.

Might also be an idea to check the repair and maintenance covenants in the deeds ---- some specify repair schedules.

EXACTLY what Nicholas van Hoogstraten would tell you. And if you don't pay the rent he has you killed, and then goes to court for manslaughter and gets 10 years and a bloody High Court Judge releases him for lack of evidence, the Jury thought there was evidence.
