Last year my mate from Scotland visited. As my mate is paraplegic and Lyme Regis is very hilly, when we went out for lunch, I grabbed his blue badge and we parked on the seafront (double yellows) and headed off to the pub! 8-)
When we got back a couple of hours later, there was a ticket on my car

So we're stood there scratching our heads and going WTF!!! and this bloke comes over and says 'It's 'cos you havn't got a clock!' I could have clocked the self important idiot

Anyhow, it turns out that there are different blue badge rules in Scotland and England... In Scotland you can park on double yellows as long as you like, in England it's max 3 hours and you have a clock to show your arrival time. Of course my mate didn't know this and has never been issued with a clock!
I appealed against the ticket, and sent in a copy of my mates blue badge, which clearly shows it's issued in Scotland, only for them to reply that he should have checked the rules and regulations before travelling!!

The irony is that we didn't even overstay the 3 hour limit!!
