Why would there be no HBV for police spec? the valve sends hot water in the matrix to provide heat?

dunno, but I do know that cars with no AC don't have HBV's (mainly old basic spec cars, so not many).

oh god!!! thermostat jammed or waterpump seized known both of these on ex police omegas from the auctions and if you were in the know about it you coould buy a very cheap omega!!! :y
