3 Stage Cooling Fan - When should it cut on?

Yet another Omega problem.  The garage have just pointed out that the fan is not cutting in until the temperature gauge reach 100 degrees.  It has been the same since I bought the car.  Apparently only 1 of the 3 Stages is working.  Can anyone tell me what the problem is likely to be

Possibly the fan switch on the radiator :-/.

or possibly the fuse that controls the stages, this happened on my car (3.0 litre v6), the fan on the left hand side of the two in front of the air con condenser was the only one to ever come on at all and that wasnt until 97.5 degrees (on gauge). i posted on here and was told to check the fuses next to the battery, upon inspection there was a broken fuse which i replaced and now all is well so it would be worth having a look at those fuses  ;) ;) ;)

It's from Terry Wong from Yahoo 'CATERA' group who gave his permission for it to be used, so yes Kevin, however how ?

What does/should the temperature needle read in normal operating conditions?

And how do I access the fan switch on the radiator?

It should be in the middle of the gauge for normal running, when it goes higher in traffic the engine fan should engage.
If you have 'aircon' with three fans they all have two speeds according to aircon and engine temperture.

Sounds suspicious.  Mine has never been in the centre of the gauge but hovering around 100 - but not in the red though.  I'm guessing this is wrong and indicative of the fan problem.
