exactly the same problem on mine. Mine would work intermittently, then give up the ghost for a month, then work once and now hasn't worked for a good 2-3 months. Brake lights/cruise still work fine, really must get around to sorting it out.

Are there any maintance guides at all?

On a good run mine does around 36/37 (once got it up to 40 but then I hit a hill  ) around town about 20 ish

As said, you should be getting better mpg than that, maybe your breathers are slightly blocked?
