Right at the back of the head, next to the DIS.

Silly money for a new one (£100+).  Usually just require a bit of an internal clean/decoke if sticking.

 You can blank it off without noticing any difference, just insert a metal plate of suitable size between the base of the EGR and the alloy casting it sits on (fairly airtightly).
If you remove it completely after blanking, the ECU will throw a code and put the EML on I think, so just leave it on top of your blank if cleaning it doesn't help.
