I'm not entirely sure where its freezing - I don't think its the pipework, I think its in the meter itself, or the large plastic box its mounted in.

Because it is a plastic box, I tend to thaw it out slowly - 5 mins of hairdryer, then leave 30mins to cool down, then another 5 mins of hairdryer etc.

The stopcock - a plastic lever on said box - usually won't move either when it freezes.  After 5 mins of hairdryer, the lever goes worryingly soft...

imo cover those areas with an electric blanket and keep it there until those mad temperatures leave
