Point is though it would still be a pre 2001 car over 1599cc so the £210 rate not the £440

it is safe to say that low mileage pre 2001 cars will be worth more than a similar car of a year younger.

the other thing i can see is more of the pre 2001 cars being kept on the road, so replacement engines and gearboxes in cars that would previously been scrapped.

To clarify, it is the age of the vehicle structure that matters, so a pre-2001 car can have anthing done to it and it will still be regarded as such. It could be stripped to bare metal, sprayed and all the bits from an '04 plate 3.2 bolted on and would still be regarded as a car first used pre-2001 and taxed by engine capacity provided it retains its' original identity.

If it loses its' original identity then you're in trouble.

Driving a pre-2001 car is such an obvious loophole I can't believe it will remain for long.

I also wonder what will happen when people start modifying post-2001 cars. Will it retain its' original CO2 rating? It's hardly feasible to measure individual vehicles so I guess so. Go and buy a Pious and drop a V8 into it!  :y

Pre 2001 are vehicles that are now approaching 10 years old and must be a minority of cars on the road.  Hence not to much impact on revenue income to the treasury so I don't think they would see it as a big issue.  On the other hand not too many votes to lose.  I could easily see the >1600cc rate being hiked.  This crowd are past their due date IMHO.

I wouldn't have such a problem if they applied it just to new cars or even existing cars when they next change hands (although it would hit resale values), but to apply it retrospectively to the car in your driveway is plain dishonest.

Agreed. Especially when previous changes to the banding were NOT applied retrospectively. If their motivation is the environment, they should be looking to discourage the purchase of new cars with high CO2, and the use of cars in general. (and a 1K first year road tax is not going to do that. It will probably be swallowed by the dealer as a sweetener.)

Once the car is on the road, milking it for more road tax is just taxation and can't be dressed up as concern for the environment, etc.

It's a shame the media whipped up such opposition to the rise in fuel duty, tbh, because that seems the obvious answer. Having said that, more taxation is not what this country needs. A clear indicator and some commitment as to what long term plans the government has for transport would be good, and would promote investment in the right areas. Sadly, I suspect this shower has no long term plans, other than to continue to use the motorist as their Cash Cow.
