Even at £750, what looks to be a clean and tidy car with a years ticket and history is still a good deal...
My ex police, ex taxi, 270k mile thrice written off 3.2 estate was valued at £950 last time it was written off, and were it not for the recently discovered crack in the screen, it would be on the road, (currently sorned with no MoT, but apart from the screen, totally roadworthy)...
If you do a dvla check on my car, it is still showing a VIC Required marker, mostly because I cba to get it done

do a handfull of stonechips really make it dangerous

Didn't think so

The fact that the seller (or his grandson) have owned the vehicle for a long period of time and have bothered to get the VIC done actually says more than you give them credit for. And were you to ring me, effing and blinding about summat that you could easily have found out independently and accusing me of things, then I would probably react in kind... as would you if the shoe was on tother foot.
Besides, I'm not sure they have actually done anything wrong by selling the car 'out of trade' if it was their personal transport (ie registered to and maintained by themselves)

As for not buying a car from anyone here, well more fool you... as that kind of statement really misses the point of the forum.
